Inhabitants of Isengard?

While talking with a friend today as I always do over the lands of Middle-Earth, we started talking about Isengard. He said that before the Third Age, the only inhabitants were Saurumon, yet it was one of the most peaceful places on earth. I was wondering if his information was right?

Saruman took control of Isengard rather late in the Third Age.  Here’s kind of a rough timeline:

In the Third Age 2759 Saruman is given the ’Keys to Orthanc’ but the current Steward of Gondor; Beren (and during King Frealaf’s reign in Rohan.  This is what we are told:
’In this way Saruman began to behave as a lord of Men; for at first he held Isengard as a lieutenant of the Steward and warden of the tower. But Frealaf was as glad as Beren to have this so, and to know that Isengard was in the hands of a strong friend. A friend he long seemed, and maybe in the beginning he was in truth.’~Appendix A: The House of Eorl
Orthanc was a fortress built by the Numenoreans and at this time (when Saruman is given the Keys) it is still under the possession/rule of Gondor.  I got the impression, however that Gondor had deserted the place, therefor they gave it to Saruman to watch over and ’abide’ there. 

As far as the inhabitants of Orthanc.  Before Saruman is given Orthanc, it seemed like it was a deserted place.  However, within the Ring of Isengard itself, eventually Saruman does get Men (as well as we will see Orcs) live and serve him there.  At the Council of Elrond Gandalf remarks that there were Men guarding the gate as well as they were the ones that took him to the Pinnacle of Orthanc as ’Saruman had been expecting him.’

Well, for a long time it was inhabited by men. It was built by Gondorians long ago and was only given to Isengard by the Steward Beren later on. So before that time it must have been inhabited by other men. It was built in The Second Age year 3320 and was held by the Dunlendings until 2759, when it was given to Saruman.
