I’ve been trying to read that and think it says "A happy new year to all of you". But what mode is it in?  A phonetic German mode modified for English use?

No, it is one of Tolkien’s original phonetic English modes, the one examplified in DTS17,18 (sometimes called Bombadil Mode).

But you understood quite perfectly, though I just realize I made a silly mistake at "year" and "you", which of course should be written with a long stem instead of anna

Ah! Do you know in what source DTS 17 and 18 are published?

The DTS lists Pictures by J.R.R. Tolkien as source for DTS16-18 (all three showing basically the same mode, but the vowel of "all" is represented differently in DTS16).
They were all available online, but it seems the site does not exist anymore.
