Gandalf

His fire became his passion, and the passion became his instrument of power. Right now, he decided to join the grand melody of creation and give his voice the things to come. Taking a mortal form of an old man, he decided to do everything in his power to stop Sauron and his evil reign which will come if none would oppose him."

Welcome to Isengard, home of the noble Istari. Oh, and please ignore Saruman, he likes to think that he still has some sort of a hold here, we just let him think that to keep him quiet.
My name is Morgray. You can call me many names, but I tend to keep this one for myself. Make yourself at home, and be sure to keep your eyes open just in case.. evil lurks at every corner and even walls do have ears.

Saruman

But Saruman has long studied the arts of the Enemy himself, and thus we have often been able to forestall him. It was by the devices of Saruman that we drove him from Dol Guldur. It might be that he had found some weapons that would drive back the Nine.

Like it can be seen from that quote, Saruman was the head of the Order and Tower of Orthanc was his home. Grey Fool was only a visitor there and Tower of Orthanc was ruled by Saruman the Wise.
