The Minion Parliament
A Fourth Garrison?

Minion Parliament
Session 2
A Fourth Garrison for Mordor?

It was an unusual debate that took place in Minion Parliament. Soldiers fought with words over matters of weapons, as the legislative body of Mordor debated whether to open a fourth garrison for the kingdom’s army. Initially the majority of the population appeared to favor a new garrison, but slowly and surely the tide turned. Many who had initially sided with the expansionists retreated and ended up supporting the current system. Some even went so far as to suggest that the old system of one thread for the army be reestablished.
The debate was most similar to the first one in the respect that both had trouble staying on topic. When Draknash appeared to question the efforts of some of the minions on some of the fronts in Lothlorien, many minions reacted explosively and angrily, as they chastised the relatively young but very talented minion. These harsh words earned attention from Lulani and others, who eventually managed to stop the useless sniping and return to the main topic. Still, minions will be minions, and the Minion Parliament has proved itself useful in two respects: making decisions and starting arguments.

Minion Parliament
Session 2 Synopsis: Addition of a Fourth Garrison
Cluttered Garrisons vs. Garrisons' Lack of Active Members

On January 9, 2004 (18 Afteryule in the Shire reckoning), the second session of the recently-established Minion Parliament commenced. The topic that were debated was to whether or not an addendum to the current three garrisons should be made. A fourth garrison that will provide more space for the new minions and provide an opportunity to minions that have yet to prove themselves.

In this debate, a rift existed between the minions of the Backstabbers. Many eagerly supported the notion of a new garrison hoping to bring forth a military choke point that they perceive to have been overlooked in the past. Various locations were named including Angmar, Durthang, and Dol Guldur. However, it was clear that many of them only lusted for power and hastily nominated themselves for the position of the Black Captain in the event that a new garrison should come into existance. Their platform were similar to those of the Majority and Minority party - the current garrisons lack space for new warriors and a new military outpost is in need.

Though it may seem to have been a landslide if the debate were to be put to a vote immediately, there were a few who spoke out against such creation - at least one minion from each party. Statistics as well as concrete evidence that the garrisons were in fact not full and is fully capable of housing more minions. As the session progressed, the view point of many others were shifted. Those that initially supported the idea were finally convince that a fourth garrison would be unnecessary.

The session finally ended on the 26th of January 2004 (5 Solmath in the Shire Reckoning). Although the results have yet to be determine, many minions speculate that the notion will be disregarded. The fact remain that a new garrison shall be added to the horde of Mordor, but only when all three garrisons hold twenty active members. The discussion, though constructive, were frequently disrupted with tidings of the assault against Lothlorien.

Minion Parliament
Shadow Government Report
Subject: The creation of a 4th garrison

The second parliamentary discussion with the subject of the creation of a new garrison took place from the 9th of January, 2004 onwards, till it was closed for voting on the 26th of January, 2004 for voting.

The members of the Shadow Government's views varied. Some opted for the creation of a new garrison, and some strongly opposed it. The first view of a fourth garrison from the Shadow Government was voiced by their Foreign Minister, Nameless One, who strongly opposed it due to reasons such as there being not enough active members, amonst other things.

After that,Isatar Strey, another member of the Shadow Government, opted strongly for the creation of a new garrison, giving reasons such as the beneficial increase in the "strength" of Mordor, more protection, and more of a stronghold in Middle Earth. He felt that he would fit as a good Black Captain, and that the Garrison should be located at Durthang, an orc stronghold ont he Isenmouthe. He then put up a list of the current active members in all garrisons showing that most of them were active and thus new space was needed for newer recruits.

Then Nameless One again spoke his view after a few of the Backstabbers took up the podium, saying that three garrisons were already more than a handful and a fourth one would be expensive. Though he became more open minded and said that a Garrison outside Mordor itself, such as in Dol Guldar, would serve Mordor's expansion goals. He voiced The Abhorred as the Black Captain, once the supreme commander of Minas Mornie.

The Parliament was then disturbed by Draknash, wishing for permission to "rescue" More Elda, the Morannon Black Captain, by searching Gondor. He was quickly put back in the line of the main topic of conversation by the mighty Whip, Lulani.

As the debate slowed down, Nameless One also got off topic, giving news about the war at hand.

Then, an act which even for the Minion Parliament seemed out of place took place...a young wainrider under the name Balrogue tried to bribe Ugluk if he would agree on the creation of a new garrison. He was also quickly put in place.

Then from the Backstabbers, Ugluk supported the view as well that the creation of the fourth garrison would be "absurd". He was quickly retaliated by Isatar Strey again, who said that as a new minion, rising higher in the ranks would help the minion be more loyal to their kingdom, as the main higher ranks in the current army were already filled up.

Then the view of Isatar completely changed as he said that instead of a new garrison, one of old such as Minas Mornie, a single fort, like the old days, would serve Mordor's purpose very well. Ugluk was against this as well.

For the first time, the main debaters of the Shadow Government, agreed...both Nameless and Isatar were in favour for a new, united Garrison.

From that time the creation of a fourth garrison was removed from the minds of all participating in the parliament. Either they wanted a united garrison, or to keep the current system.

However, that had gone compeletely off course from the main topic of conversation, so the mighty Lord of Balrogs voiced his "thought", which was mind read by the Whip, and the conversation was steered back in course.

Gorsereg, a part of the Backstabbers also, summed up pretty much everyone's thoughts in stating the advantages and disadvantages of creatng a fourth garrison, till the debate was concluded by war arguments and accusations put up by Draknash.

In conlusion, it can be said that the Minion Parliament again showed clearly that it helped minions think of their ideas clearly, as they all answered the question at hand with not a Yes, or No, but with a perfect balance of Pro and Cons.
